Scholars, research institutions and foundations in Germany have long been successfully working beyond the Anglo- and Francophone research traditions established by the former leading colonial powers in Africa. Not only have they been successful in overcoming geographic and linguistic boundaries themselves, but they have also encouraged dialogue between these different research traditions. In this capacity, German academics are in a particularly favorable position to play an important role in promoting the establishment of a truly postcolonial academic community in Africa.
In 2009, the Goethe-University of Frankfurt/Main and the German Research Foundation (DFG) have established the “Programme Point Sud” in order to fund Africa-related workshops and conferences in the humanities and social sciences. Financial support by the DFG will cover the costs of travel and accommodation for participants of activities that have been accepted. The activities of the programme are organized through a network. Within this network, the Goethe University cooperates with the Institute for Advanced Studies in Nantes and the following institutions in Africa:
➢ African Centre for Research on trade and slavery (CARTE) at the University Cheikh Anta Diop, Dakar, Senegal,
➢ Centre for African Studies at the University Eduardo Mondlane, Maputo, Mozambique,
➢ Centre for Democratic Governance (CGD), Ouagadougou, Burkina Faso,
➢ Institute for Research on Societies (INSS) at the University of Ouagadougou, Burkina Faso,
➢ Institute for African Studies at the University of Ghana, Legon, Accra, Ghana,
➢ Faculty of Humanities of the Omar Bongo University Libreville, Gabon,
➢ Laboratory for the Study and Research on Social Dynamics and Local Development (LASDEL), Niamey, Niger,
➢ Point Sud – Centre for Research on Local Knowledge, Bamako, Mali,
➢ Stellenbosch Institute for Advanced Study (STIAS), Stellenbosch, South Africa.
The events of the programme will be held at the different institutions of the network in Africa without exception.
The programme is open to all researchers based in Germany working on Africa-related themes. Leading applicants and responsible for the proposed events must be researchers working at German academic institutions. However, a close collaboration with co-applicants from Africa, but also from other parts of the world, is encouraged. In fact, applications without partners from Africa have only marginal chances to be selected. Proposals can also be initiated by researchers from Africa. In this case, it is imperative to submit the application with cooperation partners from Germany. There are no restrictions regarding nationality for the participants. The individual activities will be selected by a programme committee and submitted for funding to the DFG as a single collective application. The applicant is Prof. Mamadou Diawara from the Goethe University in Frankfurt/Main who chairs the programme committee. The DFG will then evaluate the collective application.

Requests for funding will be assessed according to the following general principles:
➢ Types of activity eligible for funding are: Traditional activities such as conferences, seminars, workshops, graduate schools, summer schools, and field schools of various scales. Furthermore, innovative formats such as project development workshops and forums to promote kickoff meetings for new research endeavors and themes will be given privileged consideration.
➢ Digital formats can now also be submitted! These include pure video conferences, but also hybrid formats in which some of the participants meet at the conference venue in Africa, while other participate virtually.
➢ Not eligible for support are: internal project meetings, planning meetings, project finding meetings and student field research as part of university course requirements.
➢ A particular concern of the programme is to establish long-term relations with scholars and scientific institutions. In this sense, follow-up workshops by scientists who have already participated in the programme are especially welcomed.
➢ Although the programme is primarily oriented towards the social sciences and humanities, initiatives that aim to promote interdisciplinary cooperation with the natural sciences and medicine are particularly welcome. There are no thematic requirements except the relevance to Africa.
➢ The University of Frankfurt finances an academic coordinator who will support applicants in commenting their applications and coordinate the programme. The university will also take over travel arrangements and the accounting in order to relieve the applicants of most logistic and administrative tasks. Hence, third-party funding will be paid to the University of Frankfurt and directly managed from there.
The programme committee will evaluate the applications according to the following criteria:
➢ Innovativeness of the proposal with respect to content and format,
➢ Interdisciplinary approach, ➢ Cooperation with researchers and institutions from Africa,
➢ Integration of young scholars on doctoral or post-doc level,
➢ Gender balance among the participants,
➢ Sustainability of the activity (networking building; publications etc.),
➢ Type of linkage to the host location.
The scholars have to state in their application at which institution/location of the network in Africa they want to hold their workshop. This choice must be justified by a concrete linkage between the planned event and the location. Nevertheless, the programme committee will make the final decision about the location of each venue. When applying for digital formats, the applicants should name the location of the partner institution of the network, which will act as virtual host.
This linkage can be realized by different means. One form can be the integration of local scholars and institutions as co-applicants or participants. Depending on the subject of the proposal, another form of linkage might be the participation of representatives of the local civil society and/or by visiting local institutions, which are relevant for the topic. If you do not have the necessary contacts to fulfil this criterion, the coordinator will be happy to assist you in establishing new contacts.
An integral part of the programme is the linkage to the local universities. Hence, the participants are asked to hold public lectures or panel debates at the faculties concerned. In this way we open up the programme to students or other locals interested in the subject. To make this possible, we offer to the organisers of the workshops and/or selected participants the opportunity to extend their stay for two or three days before or after the workshop in order to organise these activities at the university.
The gender balance is of great importance to the programme. This aspect should be observed by the applicants through a balanced number of participants. Furthermore, the gender aspect should also be taken into account for the discussions of the chosen topic and should already be highlighted in the proposal.
Moreover, proposals that include a south-south-dialogue with scientists from Anglophone, Francophone or Lusophone countries in Africa, Latin America or Asia as well as workshops which address especially young scholars are particularly welcome. A central aim of the programme is to confront research perspectives of the South with the North in order to contribute to a critical reflection on the production of knowledge.
The proposals should have the following outline and length:
➢ Title of the proposal
➢ Name of the applicants, academic title, discipline and their affiliation
➢ 1.2 Topic and Objectives (max. 2 pages). Applicants should underline and clarify why their approach/questions are particularly innovative with regards to the existing research/literature on the topic. It is not necessary to include a bibliography. It suffices to cite relevant names of scholars for your approach in brackets in the text.
➢ 1.3 Format and Organization (max. 2 pages). This section should include information about the number of working days and the format of the activity. The applicants should make clear how they want to tackle their topic and questions in a concrete program. Moreover, applicants should name and justify the chosen location in Africa, how they intend to deal with possible language barriers (Anglo-, franco- and lusophone participants), and if they plan a publication, the creation of a network or joint activities in the future.
➢ 1.4 Participants (max. 1 page). A list of the participants to be invited, including their number, academic status, discipline and their affiliation has to be included in the proposal. If the applicants wish to work with a call for papers, the prospective number of participants and their provenance (how many from Europe, Africa, etc.) has to be determined. The average number of participants for workshops of our programme is 25 persons (including the applicants). In addition, the applicants should explain how they intend to circulate the call for papers.
➢ 1.5 Profiles and selected publications of the applicants (max. half a page for each applicant). The details and references should be chosen according to their relevance for the content and type of activity planned.
➢ Formatting: Times New Roman, type size 11 point, single space Please don’t include a calculation of the budget since this is done in Frankfurt.
For 2022 the time schedule is as follows:

Les chercheurs, les institutions scientifiques et les fondations pour la recherche basés en Allemagne œuvrent avec succès au-delà des frontières établies par les anciennes puissances coloniales majeures. Non seulement ces chercheurs dépassent les barrières nationales et linguistiques, mais ils ont su encourager les échanges entre différentes traditions de pensée. C’est pourquoi l’Université allemande peut apporter une contribution importante à l’élaboration d’une science postcoloniale.
À cette fin, l’Université Goethe de Francfort et la Fondation allemande pour la recherche (DFG) ont convenu de créer le « Programme Point Sud » en 2009, un cadre où des activités relatives aux sciences sociales et humaines sont organisées. Ce faisant, la DFG couvre les frais de voyage et de séjour des participants. L’organisation des ateliers et conférences du programme reposent sur un réseau scientifique. En plus de l’Université Goethe et l’Institut des études avancées de Nantes, les institutions membres de ce réseau en Afrique sont:

Les activités du programme se déroulent uniquement sur place et en collaboration avec ces institutions.
Le programme est ouvert à tous les chercheurs basés en Allemagne travaillant sur des thèmes liés à l’Afrique. Les chercheuses et chercheurs employés dans les universités allemandes sont donc les requérants principaux et responsables des activités individuelles prévues. Cela dit, une collaboration avec des co-requérants de l’Afrique, mais également de l’Europe et du reste du monde sont encouragés. En fait, une candidature sans collaboration avec des partenaires africains aurait peu de chance d’être sélectionnée. Les candidatures peuvent également être initiés par des scientifiques d’Afrique. Dans ce cas, il est obligatoire de soumettre la demande avec des partenaires d’Allemagne. Aucune restriction de nationalité n’est prévue pour les participants. Un comité de pilotage choisit les différentes activités proposées par les requérants pour en faire une demande globale adressée à la DFG qui ensuite l’évalue. Le requérant de la demande est le Professeur Mamadou Diawara de l’Université Goethe à Francfort/Main qui préside le comité de pilotage.

Les financements seront accordés en fonction des critères généraux ci-après:
➢ Sont éligibles: des formules classiques comme les conférences, séminaires, ateliers, écoles doctorales, « summer schools » ou « field schools ». En outre, la proposition des formules innovatrices comme les ateliers de développement de projet (« project development workshops ») ou des rencontres en vue d’élaborer de nouveaux sujets ou projets de recherche doit être encouragée.
➢ Les formats numériques sont désormais éligibles ! Il s’agit de vidéoconférences intégrales, mais aussi de formats hybrides où certains participants se réunissent sur place en Afrique, d’autres virtuellement.
➢ Ne sont pas éligibles: les réunions internes de projet, les réunions de planification, les réunions préparatoires pour la préparation des demandes de financement par des tiers, les missions de recherche de projets et l’enseignement de la recherche dans les différents instituts.
➢ Un des objectifs essentiels du programme est de tisser des relations durables avec des chercheurs, des institutions et des réseaux scientifiques. Pour ce faire, des ateliers ou conférence organisées par des chercheurs qui ont déjà participés au programme et qui approfondissent leur sujet sont encouragés.
➢ Bien que le programme s’adresse d’abord aux sciences sociales et aux sciences humaines, les initiatives multidisciplinaires, en particulier celles qui impliquent les sciences naturelles et la médecine sont vivement encouragées. Aucune restriction thématique n’est prévue, dès lors que la référence à l’Afrique est claire.
➢ L’Université de Francfort met à la disposition du Programme Point Sud un coordinateur scientifique qui aidera les requérants à rédiger leurs requêtes et veillera au bon déroulement des activités y afférents. Enfin, l’organisation des voyages des participants ainsi que le compte rendu financier de chaque activité échoient à l’Université de Francfort, afin de soulager les requérants de toute charge administrative et logistique. Les fonds seront alors versés directement à l’Université de Francfort et gérés par celle-ci.
L’évaluation par les membres du comité se fait d’après les critères suivants:
➢ Qualité novatrice du contenu et la formule de la candidature,
➢ Multidisciplinarité,
➢ Coopération avec les chercheurs et institutions en Afrique,
➢ Prise en compte de jeunes chercheurs doctorants ou post-doctorants,
➢ Respect du critère du genre dans le choix des participants,
➢ Durabilité des activités (publications des résultats, création de nouveaux réseaux etc.),
➢ Nature du rapport au lieu où la conférence se tient, ou à l’institution membre du réseau.
Les requérants doivent choisir le lieu et l’institution partenaire du réseau en Afrique où elles/ils souhaitent organiser leur atelier. Ce choix doit être justifié. Toutefois, la décision finale relève de la compétence du comité de pilotage.
Le lien entre la requête et l’institution concernée en Afrique peut prendre plusieurs formes. Il peut s’agir d’intégrer des chercheurs et institutions scientifiques locales en tant que co-requérants ou participants de l’atelier. Une autre forme serait la participation de représentants de la société civile locale à l’atelier, ou la visite des institutions locales selon la thématique. Si les requérants ne disposent pas des contacts nécessaires, le coordinateur peut aider les requérants dans ce sens. La requête du format numérique doit indiquer l’institution partenaire du réseau qui fera office d’hôte virtuel.
Un aspect central du programme est d’associer les universités locales aux activités sous forme de conférences-débats animées par des participants. Pour ce faire, les conférenciers concernés peuvent prolonger leur séjour de deux à trois jours.
Le respect de l’aspect du genre est d’une grande importance pour le programme. Il consiste à tenir compte de l’équilibre parmi les participants, mais suppose d’inclure cette dimension dans les débats, ainsi que dans le texte même de la requête.
Les demandes qui prévoient un échange sud-sud avec des chercheurs de pays africains anglophones ou lusophones, d’Amérique Latine ou d’Asie, ainsi que les ateliers qui s’adressent aux jeunes sont particulièrement appréciées. Un objectif central du programme est de comparer des perspectives du sud avec celles du nord dans le but de contribuer à une réflexion critique sur la production du savoir.
La requête doit être structurée comme suit:

1.1 Requérants (Nom, statut académique, discipline, affiliation institutionnelle)
1.2 Sujet et objectif(s) (max. 2 pages). Il s’agit de souligner et de clarifier le potentiel innovateur de votre perspective et de vos questions scientifiques par rapport à la recherche et à la littérature en cours. Vous ne devrez pas inclure une bibliographie. Il suffit de citer de noms de chercheurs à qui vous ferez références entre parenthèses dans le texte.
1.3 Formule et organisation (max. 2 pages). Cette partie de la demande doit inclure des informations sur la durée et la formule de l’atelier. Il s’agit ici de montrer comment vous voulez traiter votre sujet et vos questions dans un programme concret. En outre, les requérants sont priés de préciser le lieu choisi et sa justification. Ils doivent spécifier comment surmonter les barrières linguistiques (anglo-, franco-, lusophone) éventuelles et indiquer si une publication des résultats, la création d’un nouveau réseau scientifique ou des activités communes sont planifiées.
1.4 Participants (max. 1 page). La demande doit inclure une liste de participants prévus précisant leur nombre, statuts académiques, disciplines et leurs affiliations institutionnelles. Si les requérants veulent travailler avec un appel à contributions, le nombre total de participants prévus et leur provenance (combien de participants de l’Europe, l’Afrique etc.) doit être mentionnés ainsi que le mode de circulation de l’appel. Les ateliers du programme réunissent en moyenne 25 personnes, requérants inclus.
1.5 Profil scientifique et publications du requérant (max. une demi-page à trois quarts). Prière se limiter aux travaux actuels et aux publications qui ont trait au thème de la conférence ou de l’atelier.

Veuillez noter qu’inclure un budget n’est pas nécessaire au dossier. Une bibliographie de l’état actuel de la recherche sur le thème proposé n’est pas nécessaire non plus.
